ROSSELLÓ Abogados advised Consorcio Hidrovías II in the process of awarding the PPP Amazon Waterway Project


On July 6th 2017, the Private Investment Promoter Agency in Peru (ProInversión) awarded the Amazon Waterway Project to the “Consorcio Hidrovías II”, formed by the China Sinohydro Corporation LTD. and the company Construcción y Administración S.A. This project aims to become the first river system and the main transport means in the Amazon of Peru, ensuring navigability 365 days per year.

The Amazon Waterway Project , with an approximate investment of US$ 95 million, will improve the navigability conditions of principle Peruvian amazon rivers for freight and passenger transportation, and regional and national trade, reducing the connectivity costs of the users, as well as the risks for passengers and cargo.

The development area of the project, encompasses more than 2,600 km of rivers, between the Marañón and Amazonas rivers, Saramiriza-Iquitos-Santa Rosa stretch; Huallaga river, stretch Yurimaguas-confluence with the Marañón river; and Ucayali River, stretch Pucallpa-confluence with the Marañón River.

The main works of the project consist of an initial dredging with an approximate investment 100 million dollars in a two-year period. The project also includes an operation and maintenance of the Amazon Waterway for a period of approximately 16 years. The Project was awarded to “Consorcio Hidrovías II” who submitted the best proposal, that is the lower payment that the Peruvian Government will have to make for the execution of this project. The other world-class bidders were China Communications Construction Company (CCCC) and the belgium company Jan de Nul.

The ROSSELLÓ Abogados were in charge of the legal support to the “Consorcio Hidrovías II”. The team was led by the Partner Miguel Sánchez-Moreno and formed by Muriel Menchola, Senior Associated, and Luis Linares, Associated. The law firm will continue on the legal advising to the Consortium in the closing process and during the implementation of the Project.
